Indianapolis Angels in Adoption Award Winner
Every year, members of Congress can nominate one of their constituents for the Angels in Adoption program. Sponsored by the Congressional Coalition on Adoption Institute (CCAI), the Angels in Adoption award recognizes individuals who, through their work and dedication to children and families, have greatly enriched the lives of both. In 2005, Steven Kirsh was one of 190 individuals nominated for the Angels in Adoption program. Nominated by Congressman Dan Burton and enthusiastically endorsed by Senator J. Murray Clark, Steve’s groundbreaking work in improving Indiana’s adoption laws created one of the country’s strongest set of adoption codes ever written.
Setting the Standard
As a result in part of Steve’s work, the Senate passed the Adoption and Safe Families Act in 1998, which strengthened legislation protecting children. Additionally, the Adoption Fraud statute was enhanced, providing more effective means for enforcing laws intended to protect adoptive parents in search of a child to adopt.
Working for Children Everywhere
As an official member of the United State’s delegation team to The Hague, Steve participated in the final drafting of The Hague Convention Inter-Country Adoption treaty.

As a founding member in 1990 of the American Academy of Adoption Attorneys, Mr. Kirsh continues to serve as an ardent advocate of adoption and the benefits it brings to everyone involved.
